Specifications include, but are not limited to: A. Adhere to all applicable state, local and federal standards, statutory directives, and administrative regulations in performance of the work, including all recycling and trash removal, hauling and disposal. B. Collection Containers: 1. The Contractor is to provide collection containers at each facility for the collection and storage of the recyclable and/or trash materials. Refer to Section 3.2 - Recycling Services and Section 3.3 - Trash Disposal Services for specific implementation on locking of the recycling and trash containers. See Bid Lines on Bid Worksheet for locations, container size/type, and service required. Provide new containers and identifying decals or components within 45 days of award of contract to ensure continuity of service to Milwaukee County. 2. Containers shall be easily identifiable as Trash or Recycling. Refer to Sections 3.2 “Recycling Services” and 3.3 “Trash Disposal Services” for additional information. Proposal must provide information describing how Contractor will differentiate recycling containers from trash containers. 3. Containers shall be placed at exterior of each building, near existing dumpsters/pick-up location, or in a location acceptable to Milwaukee County. 4. Container shall be wheel-less, except 2 cubic yard containers and 95-gallon toters, as approved by Milwaukee County. 5. Milwaukee County shall not overload containers or use them for other than intended purpose. No corrosive, flammable, explosive or other hazardous wastes, tires, appliances, or computers shall be stored near or in containers. 6. Containers shall remain the property of the Contractor. Containers shall remain in operable, clean, and sanitary condition, be structurally sound and have no holes allowing rodents to enter. Required repairs and/or replacement shall be made within one (1) week of notification. The Contractor shall permit Milwaukee County. staff to remove or paint over graffiti occurring on collection containers. The Contractor shall provide information on the color of the paint to be used on the container. 7. The Contractor is responsible for reviewing all facilities, access, and local conditions at each site, to ensure pick-up and removal, prior to proceeding with the work of the Contract. 8. Milwaukee County may wish to deploy radio frequency identification (RFID) tags/sensors on select collection containers, at its own cost, to estimate trash and recycling tonnages and to optimize waste pickup schedules. The Firm shall permit the County or its contractors to install and operate RFID tags/sensors on the said collection containers with 30-days prior written notice from the County. Any cost associated with the installation, operation, maintenance, or disposal of the RFID tags/sensors shall be the responsibility of the County. C. Schedule and Pick-Up: Each year the Firm(s) shall provide one (1) printed schedule, indicating the regular pick-up day(s) and size and number of containers for all sites indicated in Bid Lines on Bid Worksheet, prior to providing recycling and/or trash disposal services.
