Specifications include, but are not limited to: A. Planning and Preliminary Design: The Engineer will provide complete preliminary designs and details for the basin with sufficient detail to fully outline any cultural and environmental impacts to the basin. The Engineer will prepare and deliver a submittal to FEMA including their preliminary designs, environmental and cultural resource surveys, and the geotechnical report indicated below. The design will include hydrology memoranda, grading volumes, spillway design, and the outlet structure configuration. i. Coordination: The dam is expected to be a moderate hazard dam. As such, coordination and permitting will be required with Dam Safety. The Engineer will coordinate with Dam Safety and any other permitting agencies to properly permit the structure. ii. Survey: The Engineer will be responsible for topography surveys for use in grading, design, and alignment of the basin. iii. Utility Location: The Engineer will be responsible for locating, designing around, or designing the relocation of any utilities within the proposed project work areas. The Engineer will incorporate the utility information into the designs and identify any utility conflicts. The Engineer will provide details for the relocation of utilities that conflict with any work within the work areas and will coordinate and gain design approvals from all utility companies and other stakeholders. iv. Field Investigation: Geotechnical investigation and analysis is currently being conducted on the project site. The proposal will include a fee of $48,000 to incorporate the analysis. Cultural and environmental clearances to comply with FEMA requirements will also be required. B. Property and Easement Acquisition: Engineer will provide legal descriptions and acquisition/easement documents for the properties at the site. Currently the site abuts parcels from SCP Fox Hollow and the Waldo Corporation. Depending on the final configuration selected, there may be a need for additional acquisition or easements from adjacent landowners. C. Project Team Meetings: Involvement from Saratoga Springs Public Works and Engineering Departments is expected. Bi-monthly meetings will be required with City Staff throughout the duration of the project. D. Site Visits: The Engineer shall plan for an appropriate number of site visits to understand the nature of the project and to be familiar with the elements of the project that will require special attention. The City shall also be available for pre-bid site visits as requested by potential bidders. G. Final Design: The Engineer shall provide a complete final design package to the City that will include all drawings, specifications, standards, schedules, and documents necessary to construct and bid the project. The Engineer shall also provide the following as part of the design package: 1. A stage-storage curve for the facility. 2. Survey control for the site with coordinates for key points of the design. 3. Grading plans with cut and fill quantities. 4. Sections of the dam. 5. Plans, profiles, and sections of the basin entrance, outlet and primary spillway, and emergency spillway, any channel grading, and access roads. 6. Details of concrete structures including structural elements. 7. SWPP plans and details. 8. Instrumentation plans, sections, and details. 9. Revegetation plans. 10. Detailed engineers estimate(s).
