Specifications include, but are not limited to: The System of Care Advisory Council (SOCAC) is issuing this Request for Grant Application (RFGA) by authority of ORS 418.979(3)(f). Senate Bill 1 (2019), amended by SB4 (2021), created the SOCAC and allocated monies for the purpose of supporting local system of care governance. The Oregon Health Authority is providing SOCAC with administrative support for this RFGA pursuant to an Interagency Agreement effective July 27, 2023. System of Care (SOC) is a cross-sector approach to better meet the needs of children and youth with complex mental health and/or substance use conditions and intellectual and developmental disabilities (I/DD). Because of institutional bias and structural racism, tribal youth, youth of color, and LGBTQIA+ identified youth are under-represented in services for behavioral health and I/DD, and over-represented in systems like child welfare and juvenile justice. The SOC vision is to create a future where young people from all backgrounds are healthy, safe, learning and thriving at home and in their communities. This vision will only be achieved through centering of youth and family voice and upstream prevention efforts. SOCAC intends to award up-to 15 grant agreements, substantially in the form of Attachment 1 (Sample Grant Agreement), through this RFGA. The total funding available for all grant agreements is $3,000,000, with a maximum of up-to $200,000 of available funding per award. Awardees may subcontract within their region following subcontracting terms and conditions of the Agreement. SOCAC may amend for more time and money if additional funding becomes available, and unallocated funds may be redistributed to other Awardees.
