Specifications include, but are not limited to: The Contractor shall provide the following services: • In accordance with the 29 CFR 29 and 30, contractor will rewrite the Kansas Office of Apprenticeship Equal Employment Opportunity plan. This plan is not specific to any individual program, but must be statewide for all counties, all programs, all occupations under the umbrella of the state registered apprenticeship system. • Review, interpret and analyze federal and state laws, regulations, and issuance for dissemination to administrative entities, Registered Apprenticeship stakeholders, and the Commerce Registered Apprenticeship staff. • The plan will consist of employment activity data including but not limited to recruitment, applicant screening, hiring, promotions, terminations, transfers, and discipline in accordance with 29 CFR 29 and 30. • Plan must have alignment with the statewide Workforce Investment Opportunity Act plan (including KansasWORKS.com), Kansas Office of Apprenticeship Strategic plan, and the Governor’s Framework for Growth plan. • This EEO plan cannot contradict or supersede other state EEO plans as it relates specifically to Registered Apprenticeship activity. • Provide regularly scheduled and ad hoc updates to the Commerce – Registered Apprenticeship office and any other designated Commerce contacts as the plan is being developed. Ensure that there is collaborative development from stakeholders including but not limited to Commerce, Kansas Office of Apprenticeship and Kansas Apprenticeship Council. • Maintain a working relationship with the federal DOL Office of Apprenticeship for guidance, technical assistance, and changes to policies to ensure the KDC-RA staff are aware of current and new federal regulations as it relates to Equal Employment Opportunity requirements. • Other related duties as become developed during the engagement. • EEO Draft format o EEO shall be written in WORD document format, 12 pt font, double spaced and not to exceed 50 pages. • Expected term of performance is January 1, 2024, to June 30, 2024. Draft schedule is as follows: o March 1, 2024 – initial draft for review o April 1, 2024 – draft due back to contractor o May 1, 2024 – 2nd draft due for review o June 1, 2024 – final draft ready for submission to the USDOL Office of Apprenticeship (Kansas Office of Apprenticeship will submit)
