Specifications include, but are not limited to: a. consulting with clients in person, or as practicable, as soon as possible after entering an appearance; b. thoroughly researching the law specific to individual’s issues; c. Working with an investigator to investigate facts and circumstances. d. Using other defense resources as appropriate, with approval from the Managing Public Defender e. Appearing at all hearings f. Meet with incarcerated clients g. Make reasonable efforts to visit and communicate with indigent individuals, return telephone calls, respond to individual correspondence, keep the client updated on his/her case, and otherwise be accessible. h. Submit invoices to the Managing Public Defender for work performed, as requested by the Managing Public Defender, on a monthly basis. i. Submit reports to the Managing Public Defender for work performed, as requested by the Managing Public Defender, on a quarterly basis. j. Not accept appointments or private clients when those cases would cause the Provider’s caseload to exceed a number that allows the Provider to provide effective services; k. Avoid material conflicts of interest that would divide the loyalty of the Provider to the client or violate the Utah Rules of Professional Conduct. l. The defense provider will maintain sufficient equipment to provide data to Defender Data by Justice Works, reporting software maintained by the County. This program generates mandatory reports to the Indigent Defense Commission. The program is free to contractors, and the Uintah County Public Defender Office will give training to attorneys and support staff. m. Represent assigned clients throughout all stages of the criminal proceeding.
