Specifications include, but are not limited to: • Perform floodplain mapping activities including flood insurance studies (FIS), letters of map revision (LOMRs), letters of map amendment (LOMAs), conditional letters of map revision (CLOMRs), physical map revisions (PMRs) for submittal to the Federal Emergency Management Agency (FEMA), and mapping locally-defined floodplain areas; • Prepare basin and river management studies, including hydrologic, hydraulic, and sediment transport data/analyses; • Prepare concept reports for floodplain management projects; • Prepare regional river master plan study including hydrologic, hydraulic, transportation/transportation alternatives, linear park environmental and restoration, water harvesting, groundwater recharge and other elements associated with community master planning of the river corridor; • Prepare opinions of probable cost and conduct benefit/cost and other economic analyses; • Investigate drainage problems or complaints, document and provide potential solutions; • Prepare and/or review drainage reports and improvement plans; • Provide technical support and review for comprehensive water resource and master drainage plans; • Provide legal and expert witness support for the District; • Provide public participation support for District projects; • Provide flood forensics on flood events to document high-water marks, inundation limits, discharge estimates, event rainfall, and runoff recurrence interval; • Provide hydraulic and hydrologic modeling software evaluation and guidance; • Perform other services as required by the District.
