Specifications include, but are not limited to: County of Hawai‘i Research and Development Department (“Department”), on behalf of the Hawai‘i County Workforce Development Board (hereinafter referred to as “Board” or “local workforce development board”) is issuing this Request for Proposal (“RFP”) requesting proposals for a One-Stop Operator (hereinafter referred to as “OSO” or “One-Stop Operator”) to coordinate integrated workforce and employment services within the County of Hawai‘i (hereinafter referred to as “County” or “Hawai‘i County” or “Local Area”), in compliance with the Workforce Innovation and Opportunity Act (hereinafter referred to as “WIOA”) regulations (Public Law No: 113-128, July 22, 2014). This RFP is seeking proposals from qualified individuals, organizations, or consortium of partners, with demonstrated expertise, neutrality, and capacity to administer the local service delivery system as specified in the federal regulations, 20 C.F.R. Section 678.600. The OSO may be a single entity (public, private or non-profit) or a consortium of partners, with demonstrated expertise, neutrality, and capacity to administer the local service delivery system to ensure it is customer focused, integrated, relational – not just transactional, and offers comprehensive solutions to job seekers, workers and businesses. The successful proposer will serve as a liaison to the required one-stop system partners to minimize duplication and promote seamless integrated service delivery that aligns with the WIOA Unified State Plan for the State of and the Hawai‘i County Local Area Plan .
