Specifications include, but are not limited to: Due to the decommissioning of the ASPEN system outlined in Background Information section 2.3.2, it is the State’s desire that Proposers approach the PEMS implementation in a phased approach. Phase 1 would include all shared functionality across two Portals focusing on the specific requirements needed for Agency Provider Portal. Phase 2 would bring in the remaining Portal-specific functionality necessary to support the Universal Provider Portal. Proposer must be prepared to conduct detailed workflow configuration sessions with various parties, that may include but are not limited to; state business staff, state technical staff, union representatives, community partners, and external vendors that maintain systems that the new PEMS may interface with. These sessions will be led by and documented by a subject matter expert from the Proposer’s organization. Data Conversion and Migration - The Proposer shall be responsible for converting historical mutually agreed upon data that may include scanned and electronic documents from the current file structure within ASPEN. The converted data must be available for use at time of go-live as if entered originally in the Solution. The extraction of data from current systems (including but not limited to ASPEN) and the loading into the PEMS Solution are tasks that will require close collaboration between ODDS and the Proposer, requirements include: The Proposer shall support the Agency with Extract, Transform, and Load (“ETL”) tasks to extract from source systems, cleanse, and stage data to pick up, transform, and load into the new Solution. The Proposer shall collaborate with the agency on data extraction and cleansing and will provide guidance and consultation services to ensure proper alignment with the specific data format agreed upon between the proposer's solution and the state as to be loaded into the final Solution. The Proposer shall test and validate the quality of the provided data and for identifying necessary improvements. The Proposer shall convert and load data and for end-to-end validation of the conversion and loading process. The Proposer shall lead triaging the incidents during testing, resolve all the defects and create root cause analysis (RCA) at the direction of the Agency. The Proposer shall provide support in developing and implementing the Project’s data conversion, validation, and quality plan. Support must allow Agency to have complete access into all steps in data conversion processes and to inspect and approve intermediate and final results. The Proposer shall manage the initial and ongoing data loads, in coordination with Agency and the project team.
