Specifications include, but are not limited to: Senior Environmental Planner; Function in the position of Senior Environmental Planner assigned to projects. Perform all the functions of an Senior Environmental Planner as needed including but not limited to the following: Directly manage environmental studies for ADOT projects including Environmental Assessments (EA), Environmental Impact Statements (EIS), and Section 4(f) documents. Manage consultants in overseeing EA and EIS projects. Coordinate concerns and issues with project team members, stakeholders and agencies and negotiate resolutions and escalations as needed. Responsible for Quality Control reviews of National Environmental Policy Act (NEPA) documents including environmental technical reports, EAs, EISs and Section 4(f) documents to ensure legally defensible compliance with ADOT’s NEPA Assignment MOU and all applicable federal and state laws, regulations, Executive Orders, policies and formal guidance related to environmental review. Provide expertise and may present as technical subject matter at public hearings, meetings and other involvement practices. Evaluate and review all public involvement documentation and presentations. Provide review and response to public comments. Attend in-class, computer-based training and external training classes to remain current and proficient with regard to continuing changing environmental laws and regulations as related to federal environmental review. Review and maintain knowledge of new and updated environmental review formal guidance. Air Quality Specialist; Function in the position of Air Quality Specialist assigned to projects. Perform all the functions of an ADOT Air Quality Specialist as needed including but not limited to the following: Managing consultant-prepared interagency consultation documents, air quality reports, including quality control reviews, attending project and public meetings, and updating the ADOT Air Quality Program Manager. Senior Biologist; Function in the position of Senior Biologist assigned to projects. Perform all the functions of an Senior Environmental Biologist as needed including but not limited to the following: Managing consultant-prepared biological assessments including quality control reviews, attending project and public meetings, coordinating Biological Opinions with the US Fish & Wildlife Service and updating the ADOT Biology Team Leader.
