Specifications include, but are not limited to: PHASE 1 – PRELIMINARY DATA DISCOVERY: I. Phase one shall consist of preliminary data and information gathering. Assemble an interdisciplinary team; research and coordinate with all stakeholders to develop a comprehensive stakeholder list. Coordinate with all stakeholders to compile all necessary facts related to this project. Key State Agencies / Stakeholders participating in this design effort shall include: (but are not limited to): a. Rhode Island State Governors Office b. Rhode Island State Legislature c. Department of Administration (DOA) d. Division of Capital Asset Management (DCAMM) e. Department of Behavioral Health, Developmental Disabilities, and Hospitals (BHDDH) f. Department of Health (DOH) g. Executive Office of Health and Human Services (EOHHS) h. Department of Transportation (DOT) i. Office of Management and Budget (OMB) j. Pandemic Recovery Office (PRO) k. Office of Energy Resources (OER) l. Department of Environmental Management (DEM) m. Office of the State Fire Marshal and Building Code Commission. n. Governor’s Commission on Disabilities. o. Authorities Having Jurisdiction (AHJ’s) a. Information gathering shall include any other identified stakeholders as required. II. Pre-Design Planning Services, Program Assessment, Demand Analysis, Project Discovery: a. Review and be knowledgeable regarding information from the completed ESH project feasibility study dated April 7, 2023, by State’s EOHHS consultant. III. Project site exploration, land development, and utility investigation / impacts: a. Land development and site selection – Review feasibility of up to three (3) potential sites for land development. Factors to consider may include (but not be limited to): i. Zoning ii. Wetlands iii. Provide an assessment of existing utility infrastructure serving the campus. Evaluate and provide an assessment regarding the suitability of existing infrastructure to meet the demands and requirements of the proposed facility. Systems to be include in this evaluation include (but are not limited to): 1. Electrical (Pascoag Power: voltage, transformers, overhead conductors, and utility relays), 2. Wastewater treatment processing 3. Domestic water treatment system 4. Cable, Internet, and Phone Service 5. Provide for connection and operations to the State Communication Tower system (coordination with RIDOT and RIEMA required). iv. Adjacencies and impacts to the potential site: 1. Police and fire availability and response time 2. Distance to operational support services v. Coordination with State Agency Landowner
