Specifications include, but are not limited to: 3.1. Project Management The Consultant will perform all work necessary to coordinate project development, maintain the project schedule and budget, support stakeholder engagement and CQI planning exercises, create final project deliverables, and conduct Project Management Team (PMT) meetings starting with a kick-off meeting. The proposal should include a summary of the project management tasks required, such as bi-weekly meetings with the project manager and monthly meetings with the PMT, to ensure that the work is completed on time, within budget, and in accordance with applicable laws, policies, standards and best practices. Consistency in project management for this study is crucial. 3.2. Stakeholder Engagement Support and departmental expertise from county employees and leadership is critical to the success of developing and implementing a CQI Plan that fits each department’s needs. Therefore, the Consultant will need to outline an approach to stakeholder engagement that will allow the County to carry out facilitation and data collection. Some of the key stakeholders will include: • Project Manager • Project Management Team (PMT) • County Administrator and Deputy Administrators • Executive Leadership Team • Department Heads • Equity Change Teams (ECT) • Employee Resource Groups (ERGs) • County Staff • Other Leadership Teams, as needed The Consultant will establish an engagement approach, training, and facilitation content needed to successfully guide the development of the CQI Plan. Stakeholder engagement should aim to create buy-in, but more importantly allow staff to provide information and feedback that will create an emergent CQI framework, goals and action items that align with the work of each department. 3.3. Environmental Scan and Needs Assessment The Consultant will use existing county documents and other existing case studies to assess the current governance structure of the county’s Quality Improvement efforts to determine the universe of options based on best practices. This environmental scan will also let Washington County compare its current efforts to other government agencies around the region, providing the organization with a variety of approaches (with varying success) that different entities have implemented.
