The City is seeking the staffing of a rapid response and throughput operation to shelter an unknown number of migrants, whose arrival is often without advance notice. The successful Offeror will operate a shelter as needed, up to 24/7, at a location or locations designated by the City, and/or at a location rented by the Offeror, if the Offeror chooses to lease a space for this exclusive purpose, the costs of which can be reimbursed by the City. The 24/7 operation must include providing the City with a daily shelter census and staffing plan with adequate coverage to include the following daily functions: Intake and assisting migrants with making arrangements for their onward destination travel plans; shuttling migrants to bus station and airport; assisting travelers with navigating TSA; placing timely orders for catered meal service that has been competitively procured by the City separately; scheduling cleaning and/or laundry service that has been competitively procured by the City separately; providing access to over-the-phone language interpretation service that has been competitively procured by the City separately; maintaining a reasonable inventory of basic supplies, at the operator’s upfront expense, and submitting documentation of competitive procurement of such supplies for reimbursement by the City. The Offeror has the option of purchasing onward destination travel tickets, within guidelines and budget, and submitting documentation for reimbursement of the qualified travel expenses.
