Specifications include, but are not limited to: The purpose of this Request for Quote (RFQ) is to establish a Contract for the Department of Environmental Quality (“DEQ” or “Agency”), Laboratory and Environmental Assessment Division (LEAD) located in Hillsboro, Oregon for the purchase of a cloud-based Quality Management Software Solution. Oregon Department of Environmental Quality’s (DEQ) mission is to be a leader in restoring, maintaining, and enhancing the quality of Oregon's air, land and water. The DEQ Laboratory and Environmental Assessment Division (LEAD) works to keep Oregon’s air and waters safe and healthy by collecting, analyzing and reporting environmental samples. DEQ’s LEAD provides critical information for understanding how well these goals are being met, for identifying emerging air and water quality concerns, planning permit limits, assessing compliance with environmental regulations, developing effective pollution reduction strategies, and understanding trends in air and water quality statewide. The DEQ Laboratory is seeking a software solution to organize and coordinate the following tasks: document control; nonconforming events, including risk assessment, root-cause analysis and corrective action tasks; employee competency and proficiency testing assessments; and instrument and calibration tracking. The laboratory currently uses a manual process for the management of the listed tasks. Laboratory Quality Management (QM) is a complicated body of work and a cloud-based QM solution will increase efficiency and defensibility of the work.
