Specifications include, but are not limited to: The State of Oregon, acting by and through the Department of Transportation, (“Agency” or “ODOT”), is issuing this Request for Proposal under the provisions of ORS 279B.060 for Engineering Compensation Consulting. Agency anticipates multiple audits of Architecture and Engineering (“A&E”) Consultants and is contracting for assistance from a compensation expert for A&E Indirect Cost Rate analysis that includes determining which employees should be included in compensation analysis, calculation of reasonable total compensation, determination of available and relevant nationally published surveys, mapping and benchmarking employee job duties, concluding reasonableness and allowability of total compensation, drafting and writing reports, and development of an implementation plan.
