Specifications include, but are not limited to: Desk/Remote Reviews: - Coordinating reviews with State Coordinator and LEAs - Request and review documents from LEAs that are specific to the local Education for Homeless Children and Youth program’s identification and serving of homeless children and youth - Provide technical assistance throughout the interview process - Provide State Coordinator with a written report of whether requirements were met, or corrective actions required; and recommendations for resolving corrective actions for each review. - At a minimum, the report will include: a. Name of the LEA b. Local liaison and contact information c. Date of the monitoring visit or remote interviews d. Name of the monitor who develops the monitoring report e. LEA and school representatives present during the monitoring f. Documents reviewed before, during, and after the monitoring g. Rating rubric (criteria for meeting requirements and receiving findings and recommendations) h. Monitoring topics (e.g., local policy/infrastructure, identification, enrollment, school stability, dispute resolution, fiscal) i. General questions for each topic, probing questions, and sample evidence, and recommended role groups present for responding to the questions (local liaison, Title I coordinator, pupil transportation director, school registrar, etc.) j. Detailed notes.
