Specifications include, but are not limited to: It is the intent of this RFP to hire a vendor who has a demonstrated track record of providing the support needed for individuals with functional limitations, including children, adults with disabilities, older adults, and veterans who choose to utilize self-directed services. The FMS’ fiscal responsibilities include, but are not limited to: Verifying qualifications of service and support providers and the vendor identified in both the approved Person-Centered Plan (PCP) and budget and enrolling these entities; Dispersing payments to all service and support providers and the vendor identified in the participant’s approved PCP and budget; Processing payroll, withholding, filing and paying applicable federal income tax withholdings, Federal Insurance Contributions Act (FICA), Federal Unemployment Tax Act (FUTA), State Income Tax (SIT), State Unemployment Tax Act (SUTA) and gross receipt taxes and other appropriate withholdings as required. Properly posting allowance income and expenditures. Setting up account records to track expenses for each person’s approved budget. Setting up procedures for payroll and non-labor items. Maintaining all records related to the employees’ payroll tax and benefits. Customer support includes but is not limited to: Assisting in verifying service and support staff citizenship status; Collecting and processing employees’ timesheets; Training and educating in reading and understanding participants’ expenditure reports and producing other periodic reports. (Periodic reports include individual expenditure reports, annual expenditure reports, demographic information, trend analysis and other reports as required by the participant, the State, or providers.) Training on submittal of electronic and/or paper timesheets for employees and employers on record. The successful vendor will demonstrate its capacity to act as an FMS for all participants and to provide appropriate services to older adults, veterans, adults and children with disabilities or special needs and their families or representatives in the Self-Directed Programs in Nevada in a timely and comprehensive manner.
