Specifications include, but are not limited to: 1. The Proposer describes how they will utilize funds awarded under this proposal to develop (either through construction or rehabilitation) affordable single-family home(s) for low-to moderate income first-time homebuyers within the boundaries of the Shelby County Urban County designated area. 2. Project methodology detailed in the CHDO Application and Market Study supports the successful delivery of the required services in accordance with the RFP. 3. Quality and responsiveness of the proposal and the ability to present a clear understanding of the program purpose and scope of the project; all terms and requirements are discussed clearly and succinctly. 4. The Proposer agrees to report performance benchmarks and outline a plan to ensure timely expense of funds. Performance benchmarks will include an outline to spend approximately 1/3 of project funds within 12 months, approximately 2/3 of project funds within 18 months, and 100% completion within 24 months. 5. Proposer provides evidence that they are a Section 3 Contractor.
