Specifications include, but are not limited to: Medium Voltage Testing Specification at MCF- Moose Lake Qualification and Approval of Testing Contractor and Testing Contractor Personnel 1) Testing Contractor Shall be one of the following. a. A NETA Accredited Company b. An electrical testing firm with all field personnel to be used on this project will be certified by NETA. 2) Testing Contractor shall have personnel to be: a. Supervised Onsite by either: i. A NETA Certified Electrical Testing Technician Level III or Level IV ii. A graduate electrical engineer with both of the following: 1. A BS Degree or high degree in Electrical Engineering from an ABET – accredited college or university. 2. Five or more years of experience in electrical testing of the type specified herein. b. Individually, each of the testing contractor’s personnel shall meet the above qualification or at the least be the following: i. A NETA Certified Electrical Testing Technician Trainee Level I or higher. Medium Voltage Vacuum Circuit Breakers Visual and Mechanical Inspection 1) Compare equipment nameplate data with drawings and specifications. 2) Inspect physical and mechanical condition. 3) Inspect anchorage, alignment, and grounding. 4) Verify the unit is clean. 5) Measure critical distances such as contact gap as recommended by manufacturer. 6) Perform all mechanical operational tests on both the circuit breaker and its operating mechanism in accordance with the manufacturer's instructions. a. Check pull rod adjustment. b. Check trip latch clearance. c. Check overtravel stops. d. Check wipe and gap settings in accordance with manufacturer's instructions. 7) Verify racking mechanism operation. 8) Verify appropriate lubrication on moving, current-carrying parts and on moving and sliding surfaces. 9) Record as-found and as-left operation counter readings.
