Specifications include, but are not limited to: A. The consultant will complete the following as part of the contract: 1) Facilitate a kick-off meeting with County staff to discuss project scope, approaches, analyses, tasks, and timeline. 2) Coordinate at least bi-monthly meetings to provide project status updates. 3) Review and summarize current participation and diversion amounts for current residential organics collection opportunities available to Dakota County residents (e.g., County drop-off sites, food scrap composting facilities, multifamily collection services). 4) Compare the economic costs (e.g., per capita and per ton diverted from disposal, cost per household customer, cost for waste haulers), environmental costs (e.g., greenhouse gas emissions), effectiveness (e.g., participation rates, contamination amounts, feasibility), and road impact of residential organics curbside collection in different waste collection models: i. Within an open-hauling system, a) Separate weekly organics collection, with weekly trash collection. b) Separate weekly organics collection, with every other week trash collection. c) Co-collected with weekly trash using a durable compostable bag. d) Co-collected with weekly yard waste collection in a compostable bag. ii. Within an organized hauling system, a) Separate weekly organics collection (organized), with weekly trash collection (open-hauling system and organized system). b) Separate weekly organics collection (organized), with every other week trash collection (open-hauling system and organized system). c) Co-collected with weekly trash (organized) using a durable compostable bag. d) Co-collected with weekly yard waste collection (organized) in a compostable bag. iii. Compare costs and effectiveness of residential organics curbside collection versus residential organics drop-off sites using the same metrics as above and waste collection models, assuming drop-site participants make one drop-off per week and don’t travel more than five (5) miles round-trip to make their drop-off. 5) Describe the advantages and disadvantages of implementing a countywide curbside organics program through hauler licensing provisions versus organized/contracted hauling services, including: i. If one method is better than the other in terms of residential participation, environmental costs, economic costs, and road impacts. ii. Timing and barriers to implementation
