Specifications include, but are not limited to: Program Support: Premier Providers are expected to maintain frequent contact with Lottery’s assigned Vendor Manager as well as attend project roadmap meetings, discovery sessions, business reviews and other meetings deemed necessary to prepare for and respond to inquiries regarding future work. Premier Providers will also work collaboratively with Lottery to develop and implement elements of the program, including performance reports, project update support, and roadmap support. As the program evolves Lottery and Premier Providers will share ideas and collaborate on additional development, establishing relationships that endure and support future project work. This work is developmental in nature to build better relationships and create a synergy between Lottery and the Premier Providers and is expected to be provided at no cost to either Party provided the support does not necessarily result in a need for an independent statement of work. Project Capabilities: As not all projects are alike, Premier Providers will be selected on their ability to perform a wide array of functions across a technology delivery process, with expertise in a myriad of applications, technology, programming languages and project delivery methods. Evaluated areas are described in Section 4.11.2. At a minimum, successful Proposers must have capabilities to satisfy all project delivery areas below: Project Support and Examples: Requirements Specifications: Requirements specifications includes analysis and assessment of the current state and desired outcomes. Using this information, Premier Providers will be capable of assisting or leading in the planning, design, identification, analysis, documentation, modeling, and road mapping of a technology project. Organizational Change Management: Premier Providers will support Lottery in identifying the Organizational and Project change management resources required to achieve its desired outcomes and long-term business goals. Leveraging Prosci methodology, Premier Providers will fulfill change management services based on this identification that includes but is not limited to communications, training, and change readiness.
