Specifications include, but are not limited to: The Department of Consumer and Business Services, Division of Financial Regulation intends to award a sole source contract to ACL Services LLC for the delivery of ACL Robotics and Analytics software. ACL Services’ software is used by DFR’s Insurance Institutions and Compliance units to monitor the solvency of insurance companies. These units monitor solvency by conducting financial examinations on domestic and foreign insurers, reviewing new applications for certificates of authority and holding company filings, and providing financial analysis and oversight. ACL Services software maintains the integrity of the source data and is one of the analytical tools used in performing these duties. It is also the standard set by NAIC for all state Insurance Departments across the nation. Agency has been using the software since February 27, 1997. Due to the tracking methods used at the time, most of the documentation has since been destroyed as those documents exceeded their retention periods. Market Research: • Internet research indicates that ACL Robotics and Analytics software is only supplied by ACL Service Ltd. • No third parties are authorized to provide ACL certified technical support for the software in North America • ACL Robotics and Analytics software is the industry standard for other state Insurance Departments, including the NAIC. • NAIC provides unique preset formats within the software so that all Insurance Departments can uniformly carry out their analysis
