Specifications include, but are not limited to: PHASE 1: PROJECT KICKOFF MEETING Vendor will organize and facilitate a Project Kickoff Meeting. The purpose of the meeting is for State agency representatives and vendor to establish a common understanding of the deliverables, the management protocols, and to provide the foundation for development of the work plan. At minimum, this meeting should include discussion of the proposed statement of work and schedule, and communication expectations. PHASE 1: DELIVERABLES Project Kickoff Meeting held within two (2) weeks of the contract start date/Board of Examiners Approval. Materials including meeting minutes, documenting proposed and finalized scope of work, schedule, expected deliverables, management protocols and next steps. PHASE 2: RESEARCH AND REVIEW Collect and Review data from the following sources and conduct research to answer the following questions: The states related RFI. Comparable programs in Nevada and other states similarly situated to NV. Review what other comparable states are considering for home rebate programs. General Market Research NASEO/DOE information and guidance examined through the lens of the Department of Energy requirements for IRA funding streams including Justice40 and any additional requirements. Regarding Northern Nevada, Southern Nevada, and the rural areas of Nevada. Who the state needs to serve? Potential barriers to consider. Where and what the potential gaps are? The best way to serve those identified. The most manageable way to streamline programs for efficiency. Validate the sources of information. Identify lessons learned in the past. Identify best practices. Other: any other areas that come up. Research prior lessons learned on qualifications, experience, skills, characteristics, demonstrated success, and related attributes of what a successful program administrator should offer and what flags to avoid in an unsuitable candidate for program administration. PHASE 2: DELIVERABLES Comprehensive and organized compilation of information gathered from all data sources. The state requires all raw data gathered, including sources identified for each. PHASE 3: ADVISE ON PROGRAM ADMINISTRATOR NEEDS Write a report that describes what skills, experience, characteristics, demonstrated success, and related information the state should require and consider of a program administrator. The report should answer the question, “What does an ideal program administrator offer?” and should consider all DOE requirements. Note: the state will expect the program administrator to completely manage the program, complete all required state and federal reports, and manage and maintain all records and data related to the program. PHASE 3: DELIVERABLES Draft report that describes minimum requirements and preferred elements of a program administrator. PHASE 4: ADVISE ON PROGRAM DESIGN NEEDS Write a report that describes the design elements that should be included in a proposed program design at minimum, and additional preferred elements that may set one program design ahead of other proposed program designs. PHASE 4: DELIVERABLES Draft report that describes minimum requirements and preferred elements for a program design. PHASE 5: RUBRIC Create a rubric of minimum requirements and preferred elements for a program administrator and a program design based on the deliverables in phase 1-4 of this RFP to be used to evaluate the submissions in RFP #2. PHASE 5: DELIVERABLES Rubric of minimum requirements and preferred elements for a program administrator and program design.
