Specifications include, but are not limited to: The purpose of this request for statements of qualification (RFSQ) is to identify a qualified professional consulting group to provide: Provide professional consultation regarding transferring the charter of The Academy for Math, Engineering & Science’s (AMES) to a new charter authorizer: Granite School District (GSD) consistent with Utah State Code §§ 53G-5-301 et. seq. and Utah Admin. Code R277-552. Complete the application process on behalf of AMES and GSD and deliver all founding documents required within the applicable timelines consistent with Utah State Code §§ 53G-5-301 et. seq. and Utah Admin. Code R277-552. We are looking for a consultant or consulting group that has extensive experience with the charter school applications process in Utah and an in-depth understanding of the charter school statutes and regulations in Utah. AMES is a charter school that is housed in a portion of Cottonwood High School. The programing of AMES relies on Cottonwood High School’s facilities, classes, and programs. Cottonwood High School benefits from the increased number of students attending school in that building and taking part in curricular and extracurricular programming. As such AMES and GSD intend to create a more robust partnership that benefits both school while remaining separate local education agencies (LEA). It is in the best interest of both LEAs for GSD to become the charter school authorizer for AMES. Significant work of a specialized nature is required for the charter application process. AMES and GSD need a consultant or consulting group to perform the transactional work, which will jointly benefit both LEAs. Logistically, the LEAs are hoping to compete the work so GSD can become the charter school authorizer for AMES prior to commencement of the 2024-25 school year. This work must be completed consistent with Utah Admin. Code R277-552 and must meet applicable timelines. Therefore, the bulk of the transactional work for the charter authorizer transfer process must be completed by May 2024. The consultant shall complete a position statement, application, audit report, and any other instruments required as well as and advise the AMES and GSD boards of education on required legal processes, audits, accounting, and agreements to effectuate a successful transfer.
