Specifications include, but are not limited to: Collaborate with the STATE, county and Tribal social service agencies, the Praed Foundation, the Child Welfare Training Academy and trained and certified QIs to ensure QRTP assessments are completed across the state of Minnesota in accordance with Minnesota Statutes , section 260 C.704 . Have knowledge of the Family First Prevention Services Act, QRTP certified facilties, QRTP assessment requirements, Indian Child Welfare Act and child welfare practices supporting child placement in the most effective and appropriate level of care to meet child’s needs, in the least restrictive environment possible. Recruit, support, oversee and manage a culturally responsive, knowledgeable and diverse group of QIs which meet statutory requirements. Ensure trained and certified QIs complete timely, professional assessments of a child prior to the child’s placement in a QRTP or, if a child must be immediately placed, ensure the assessment is required completed within thirty (30) days of that placement date as required by Minnesota Statutes , section 260C.704. Accept, timely assign and manage QI requests from county and Tribal social service agencies as they are received. Support the QRTP assessment processes that adheres to the STATE’s QI practice standards. Provide required data and documentation of QIs and completed assessments. Direct all policy-related issues or questions to the STATE. Follow all QI/QRTP policies and statutes. Meet, at a minimum, monthly with STATE staff to discuss policy considerations. As part of the QI program, the STATE will: Work collaboratively with the selected Responder to ensure contract requirements are met. Meet at least monthly with the selected Responder to discuss contract requirements, program development and quality assurance items. Collaborate with the selected Responder on QI recruitment efforts, development and sustainability of a culturally sensitive group of QIs. Ensure policy oversight regarding QI/QRTP requirements and meet with the selected Responder at least monthly to review policy considerations, requests and required data elements. Review monthly data requests and work with the selected Responder on quality assurance items. The selected Responder can expect that county and Tribal social service agencies will: Submit requests for a state-sponsored QI as outlined by the STATE. Provide required information to designated QIs in a timely manner so QRTP assessments can be completed by required deadlines. Ensure QRTP assessments are completed in accordance with Minnesota Statutes , section 260C.704.
