Specifications include, but are not limited to: 1. Provide On-call planning consultant services. 2. Update Airport Master Plan – including, but not limited to the following: a. Develop forecasting of aviation demands over a 20-year period. Include aircraft operations, aircraft mix, based aircraft, passengers, cargo and ground access. b. Perform an analysis of the terminal area and provide specific detailed forecasting of commercial aviation demand and recommendations for future expansion of terminal and related facilities. c. Perform an analysis of airfield, terminal area and surface access to determine airport capacity values and identify potential causes of delay or other reductions in service levels. d. Identify current and future airport needs including facilities, equipment, pavement management, safety and security issues, etc. Provide recommendations to address such needs. e. Evaluate and make recommendations for a self-serve fueling facility. f. Evaluate general land use of neighboring areas to identify potential incompatible uses that may arise as development occurs on and around the airport. g. Evaluate noise levels and provide noise contour mapping and recommendations for compatible land use based on noise contours. h. Identify possible economic development on and around the airport. i. Develop an estimate of annual capital budgetary needs for the airport for five, ten, twenty and thirty-year forecasts. j. Develop a capital improvement program (including equipment and major pavement work such as pavement rehabilitation and reconstructions) for the five, ten, twenty, and thirty-year forecasts. k. Develop a financial plan identifying possible funding sources to meet capital improvement program and operation and maintenance needs. Evaluate airport rates and charges. Provide recommendations of new revenues to meet expenditures for the five, ten, twenty and thirty-year forecasts. l. Provide appropriate reports, coordination and public involvement. 3. Periodically review and update the Airport Layout Plan as determined necessary by the Sponsor and the FAA. 4. Provide recommendations and conceptual design layouts for airport-related development as requested by the Sponsor. 5. Provide Environmental Services for airport-related development as requested by the Sponsor, including environmental review pursuant to the National Environmental Policy Act (NEPA).
