Specifications include, but are not limited to: The Native American Rehabilitation Association of the Northwest, Inc (“NARA NW”), invites you to submit a proposal to provide architecture/engineering services for a new or renovated Adult Residential Treatment Center (the “Project”). The Project is funded through a federal grant from The Indian Health Service (IHS). The Project is located on a rural 11-acre campus located at 17645 NW St. Helens Road northwest of Portland, Oregon. The 70-bed facility services approximately 100 adults and 35 children annually. It has been in continuous operation since 1980 and is housed in a 20,648 square foot former school structure that was built in 1962. The existing building is considered to be undersized, and its condition raises concerns for NARA NW’s ability to provide continuity of service at this location. Consultants, working on behalf of NARA NW, have identified required setbacks, easements, septic field, land use and other site constraints to inform the feasibility of constructing a new or expanded facility on the current site. NARA NW’s preference is to remain onsite while maintaining current operations during construction. Preliminary findings are attached to this RFP (Exhibit A).
