Specifications include, but are not limited to: The Minnesota Office of Higher Education (OHE or State) administers loan programs to assist Minnesota residents and non-residents attending Minnesota schools in order to obtain a postsecondary credential (SELFLoan Program), and to assist Minnesota residents in refinancing existing student loan debt (SELF RefiProgram). OHE has obtained funds for these programs by issuing tax-exempt and taxable revenue bonds. The Minnesota Office of Higher Education (OHE or State) is soliciting proposals from independent financial advisors to provide fiscal consultation and services regarding:1. Updating OHE’s strategic plan regarding the funding for its supplemental student loan programs that align the programs’ missions with its assets and funding.2. On-going financial consultation regarding funding for its supplemental student loan programs and assistance in the preparation of documents, consultation, and any guidance necessary to issue revenue bonds or other financing mechanisms as appropriate.3. Type of financing sources to be used to most effectively and efficiently finance programs.4. Comprehensive Trust Administration.5. Capacity building, to include training and a consulting program
