Specifications include, but are not limited to: The City of Manchester, Department of Public Works, Facilities Division is seeking PROFESSIONAL ENGINEERING AND CONSTRUCTION SERVICES RELATED TO ENERGY EFFICIENT PROJECTS for future engineering services on an “on-call”, as–needed basis for City structures. The Facilities Division is responsible for approximately 88 City of Manchester structures of estimated 3,000,000 + Sq. /Ft. For procuring these services the City of Manchester developed a three phase selection process. This RFQ/E is the first phase (Phase 1) where we are soliciting confidential proposals to qualify organizations. The team from the City will review all responses. Based on the quality and qualifications of each firm the City will select organizations to present their qualifications to the City, provided the City receives at least that many responses. During the second phase (Phase 2) the selection committee will narrow down the successful prospects of Phase 1, to two to three finalists. The City will begin both a collaborative and competitive process. Through this step the City will solicit proposals from only those candidates in the group of finalists. The City will be looking to identify creative and collaborative approaches to deliver the services identified here. The final phase (Phase 3) will be the selection of one organization. That organization will have the opportunity to negotiate a final Agreement with the City of Manchester. Should those negotiations fail to produce an agreement, the City reserves the right to negotiate with one of the other successful organizations of Phase 2. Phase 1 is purely qualification based. Phase 2 is a proposal and contract design step. Phase 3 will be an actual contract negotiation and execution period.
