Specifications include, but are not limited to: 1 - Existing Conditions Firms shall include in their basic services fee the necessary time and materials needed to investigate and record the existing utilities, systems, and other conditions. Firms shall complete an analysis of all our campuses, buildings, transportation and parking, and outdoor spaces, including identification of areas for preservation and opportunities for future development. URI will share the Building Condition Assessments with the successful design firm. URI has a BCA for the majority, but not every, building, and they date from 2016 through 2023. The analysis must be thorough enough to justify the outcome of the recommendation in this campus master plan. Justification will need to be documented, and recommendations made for each building or facility in the plan. 2 – Information Gathering Complete workshops, in-person and virtual meetings, and information gathering sessions to collect input from students, faculty, staff, alumni, Board of Trustees, and our URI community and neighbors. The design agent shall plan on multiple large-scale in-person workshops and surveys with URI, neighbors, and local authorities having jurisdiction. The campus is home to many – where they live, work, teach, learn, conduct research, and play. The campus is also our largest marketing tool; understanding how the physical spaces are viewed and impact all is critical to the success of this future plan. The selected firm is responsible for documenting meeting notes for every meeting. 3 – Programming The selected design team shall document a detailed program of what physical and outdoor spaces are needed to support URI’s current and future academic and research needs, as well as what is needed on campus to continue to develop and improve our physical environment. The program shall incorporate the data from URI provided Strategic Plan action plans, market studies, and academic and research program analyses, and document how they translate to the needs for physical space. As part of the programming phase, space utilization and efficiencies shall be reviewed, documented, and right-sized, as appropriate and required. The master plan design team shall review all of URI’s policies and procedures related to students, faculty, and staff. The master plan design team shall benchmark these policies and procedures against five other similar institutions and provide recommendations for updates.
