Specifications include, but are not limited to: Provide operations and support for a temporary non-congregate shelter (micro shelter community) in Salt Lake City. The goal of the micro shelter program is to reduce the frequency of unsheltered camping and engage those currently living on the street in an alternative sheltering model while supporting program participants to obtain permanent housing. Contractor shall: By December 15, 2023, provide managed operations and support for the Community to include: Staffing. Minimum of one (1) staff member per twenty-five (25) participants on site 24/7. Staff must pass required background checks, have training in food safety, conflict de-escalation and mediation, trauma informed care, and mental and physical health services with an emphasis on trauma-informed and harm reduction practices. Bedding for micro shelter units, including regular laundering and maintenance of the bedding. Coordination of access to food, showers, and laundry services. The Community will be within walking distance to other established homeless resources. Safety, security, and maintenance. Developed Community policies and procedures outlining safety and security measures to include: program exits, program non-compliance or disruptive client behaviors, monitoring access to the Site, and ensuring that all urgent safety issues are handled appropriately. Contractor is responsible for all safety and security within the Site. Maintaining micro shelter units and community space as decent, safe, sanitary, and in good repair. Mitigation of community impacts. Establish and uphold a Memorandum of Understanding provided by SLC with neighborhood stakeholders. Provide 24/7 point of contact for emergency issues or concerns regarding program operations. Maintain the area immediately surrounding the Community to ensure the neighborhood is clean and safe. Client Eligibility The Community will serve individuals experiencing unsheltered homelessness who are camping within SLC boundaries through a referral process established by SLC and DWS-OHS. Walk-up services will not be permitted under any circumstances. Program Participants shall be evaluated for Program admission on a referral-only basis. Contractor shall outline required client eligibility in project policies and procedures. Abide by data-driven housing-first principles, as defined by the DWS-OHS. Provide activities that align with and support the Utah Homelessness Council (UHC) Statewide Strategic Plan.
