Specifications include, but are not limited to: The project is located within Ohio County, West Virginia in Wheeling near the community of Edgewood. The site is an area of previous AML reclamation work planned in 1984 and conducted in 1985. The previous work consisted of installation of drainage ditches, a limestone filled stilling pool, mine drainage collector pipes, cleanouts, manholes, and catch basins in an attempt to drain the mine pool in this location and convey the drainage to an existing catch basin along Carmel Road. The existing catch basin has been known to become clogged causing runoff issues at the two residences downhill along Carmel Road. There has been a slip and subsidence depressions identified within this site. The purpose of this project is to drain the mine pool within Echo Mine and provide a more adequate conveyance of the drainage off-site, repair the slip and subsidence depressions. This is planned to be achieved by the demolition of a number of pipes, manholes, catch basins, and an existing concrete block mine seal as shown on the plans. This project proposes the installation of a new curtain drain, horizontal boring to dewater the mine, a modified wet mine seal, a rock buttress slip repair, and revised drainage conveyance. The contractor will be responsible to plan the sequencing of their Work, access considerations, and laydown such that the Contractor can comply with these requirements, the Limits of Disturbance shown on the Plans, and all other requirements in these Specifications or in the Plans. In an attempt to control the release of the existing mine pool, it is recommended that the horizontal bores be conducted prior to the removal of the existing concrete block mine seal and modified wet mine seal installation.
