Specifications include, but are not limited to: DPH is procuring two services through this RFP. The first is to provide distribution services of menstrual products, including but not limited to sanitary napkins, pads, tampons, and panty liners, to local schools and regional boards of education in the state where students are between 3rd grade and 12th grade. There is $1,950,000 available and vendors whose distribution model includes program evaluation and strategies for ongoing communication with the schools will be prioritized. The second service is distribution services of menstrual products, including but not limited to sanitary napkins, pads, tampons, and panty liners, to homeless shelters in the state. There is $50,000 available and vendors whose distribution model includes program evaluation and strategies for ongoing communication with shelters will be prioritized. The vendor(s) selected for these services must indicate how equity is the driving force of their distribution models, where low-income communities and Black, Indigenous, and People of Color (BIPOC) populations are prioritized. Distribution models must also consider the needs of LGBTQ+ populations.
