Specifications include, but are not limited to: The State of Oregon, by and through ODF, is seeking a consultant to provide professional architectural, engineering, and land surveying services and Related Services (as defined in ORS 279C.100) under the Contract resulting from this solicitation for the ODF North Cascade District Santiam Facility Construction Project. During the 2020 Labor Day fire, the Oregon Department of Forestry (ODF) experienced catastrophic damage to the administrative building on the North Cascade District Santiam Unit Office. The North Cascade District (the “District”) currently has two separate unit offices to support the staff and community of the District, one in Molalla and one in Santiam. Each unit office includes a campus of small buildings of varying age and condition. These facilities underwent a facilities condition assessment in 2017 and in 2021 with ODF engaging an architect to perform a district-wide program assessment and to develop a districtwide master plan, with the objective of developing recommendations to establish the physical space needs or other facilities improvements necessary for efficient and effective District operations. Upon the completion of the districtwide masterplan, the District began vetting the multiple recommendations provided in the masterplan report, which included the gathering of stakeholders and public input. Space efficiency was determined to be only one factor in overall operational effectiveness. Other considerations, including event response time, public and landowner access, and department culture, were also determined to be important factors in the final recommendations.
