Specifications include, but are not limited to: The City invites proposals from qualified individuals and consulting firms (“Proposer”) to support the Basalt Creek Code Assessment and Infrastructure Funding Strategy Project (“Project”) forWilsonville’s portion of the Basalt Creek Concept Plan (BCCP) area. The Project’s overarchinggoal is to bring Wilsonville’s portion of the BCCP area to an industrial development-ready status,thereby realizing the vision and planning objectives of the Plan. The Project will build on the workof the BCCP to complete two remaining critical implementation actions for this area. The Project will assess Wilsonville’s Development Code and propose and prepare Code amendments, if needed, to assure that proposed zoning meets the overall planning objectives for the BCCP area and guides development toward the use categories envisioned in the plan – High Tech Employment, Craft Industrial, and Light Industrial. The Project will also complete a detailed analysis of urban services, including transportation/streets, water, sewer, and stormwater (wet infrastructure), and prepare an infrastructure study, infrastructure funding plan, and urban renewal feasibility study to support future development. The Project will accomplish both of these implementation actions, addressing the full spectrum of industrial land readiness in the City’s BCCP area, from an industry-wide, holistic perspective to a granular site-specific level, identifying barriers, as well as implementation measures, to achieve the envisioned development
