Specifications include, but are not limited to: The scope of this project is intended to be a turnkey solution from start to end. The awarded proposer shall have an authorization and an agreement with Dallas County to offer the recording of real property lien documents by electronic means which include both receiving and transmitting of documents electronically. The awarded proposer shall have web-based solution or equivalent which will allow City of Dallas to electronically submit lien documents, signed and notarized electronically, in an approved format (image file embedded in the XML format and document resolution in 300 DPL) to Dallas County. Additionally, the solution shall have the ability to electronically receive recorded lien documents with instrument number and bar code issued by Dallas County to be transmitted error free to City of Dallas. The electronic signatures shall comply with the Uniform Electronic Transactions Act - UETA and E-Sign for notarized public stamps. The City of Dallas estimates approximately 12,000 lien applications per year will be submitted the Dallas County. The actual lien application quantities may be less than or greater than the estimated quantities. Payment will be based on the actual recorded transactions with the filing record number issued by Dallas County. The proposer shall not assess any charges for liens submitted but not processed correctly by the system and resulted in an error or rejected by Dallas County.
