Specifications include, but are not limited to: There are four billing cycles. Regular monthly bill statements will be mailed on four Fridays of every month. The City mails approximately 4,000 – 7,500 regular month bills per week. Delinquent notifications are mailed four Thursdays of every month. The City mails approximately 800 delinquent notifications per week. If the mail day is a holiday, the regular statement, or delinquent notification must be mailed the following business day. The contractor shall apply the minimum required postage for Bulk Rate Mail, or the most economical method for the Utility Bill, and shall inform the City of any changes in postal regulations and rate. Contractor shall be responsible for mailing all bills as stated above schedule, unless specified by the City of Galveston. Postage shall be billed at actual cost. To ensure the fastest delivery to the residents of Galveston, the vendor is required to utilize the closest USPS Distribution Center.
