Specifications include, but are not limited to: 2.1 Litter and larger item collection services shall be provided for the duration of the contract period, January 1, 2024 through December 31, 2024. 2.2 The City will provide the litter bags, work orders, and maps identifying the locations of litter within the City limits as well as on Interstate I-380 and Highways 100 and 30, including various interchanges and on and off ramps, which are located within the city limits. 2.3 Work orders, explaining the extent of work, will be emailed to the Contractor as required. The work order will be the document that authorizes the work to commence each time litter collection is necessary. 2.4 Work shall be completed within three (3) business days of the assigned work order. The Contractor shall notify the City of inability to complete requested work in the timeframe required and provide a revised completion date of the required work. Continued inability to complete requested work orders, if not weather related, shall be grounds for contract termination. 2.5 The City will provide an area at the City Services Center, 500 15th Avenue SW, for the drop off of litter bags for disposal. Contractor’s employees must check in and notify the Solid Waste and Recycling Division each day a drop off is made. 2.6 Prior to beginning any work along Interstate I-380, Highway 100 or Highway 30 or their on and off ramps, the Contractor must annually complete and submit directly to the IDOT an IDOT “Application and Agreement to Perform Work Within State Highway Right of Way” application request to obtain signature authorizing the Contractor to perform work on IDOT right of ways. (Sample Copy included in attachment section) 2.7 The Contractor MUST receive, always hold in their possession, and provide a copy of the approved IDOT “Application and Agreement to Perform Work Within State Highway Right of Way” to the City of Cedar Rapids Solid Waste and Recycling Division’s Project Manager prior to performing any litter collection along IDOT road right of ways. Failure to receive, maintain or provide a copy of the approved IDOT “Application and Agreement to Perform Work Within State Highway Right of Way” shall be grounds for contract termination of “Litter Collection Services” with the City of Cedar Rapids. 2.8 Litter collection on IDOT (Iowa Department of Transportation) right of ways, will only be permitted during daylight hours and in accordance with IDOT permit restrictions when working on IDOT property. 2.9 Contractor’s employees shall follow all moving vehicle safety protocols and IDOT safety requirements when working on City Right-of-Ways or areas along Interstate I-380, Highways 100 and 30, including their various interchanges and on and off ramps. 2.10 Contractor’s employees are not allowed to work in the center median of I-380, Highways 100 or 30 and are not permitted to walk across the Interstate or entrance/exit ramps while performing work for the City of Cedar Rapids.
