Specifications include, but are not limited to: There is a growing need and demand for indoor recreation space for the City of Norwalk. In addition, the need for multi-purpose facility rental space for meetings and community gatherings has increased. The Recreation and Park’s Strategic plan recommends having at least two recreation community centers over the next 10-15 years. There is a demand for indoor activities for 3,000 middle school and high school youth who are at the poverty level in Norwalk according to the latest American Community Survey. There is a number of these youth that are in after school programs at Norwalk Public Schools (NPS) and The Carver Center. However, all of the needs are not being met, particularly the high school students who are not a part of the NPS after school programs. This group needs facilities where they can participate in recreation programs that include sports, health and fitness, and enrichment and life skills programs at a community recreation facility. This is what the results of the Master Plan survey revealed.
