Specifications include, but are not limited to: 1.1 Contractor shall comply with all federal, state, and local laws, rules, regulations, standards and Executive Orders, without limitation to those designated within this contract. These agencies include, but are not limited to Occupational Safety & Health Agency (OSHA), Environmental Protection Agency (EPA) and Department of Transportation (DOT). 1.2 Contractor shall be competent and have sufficient skill, knowledge and experience in the class of work and in the operation of equipment required to perform all work properly and satisfactory. 1.3 Contractor shall travel to various yards within Pinal County based upon location of collected appliances 1.3.1 Contractor shall perform refrigerant removal service no later than two (2) weeks from date the request was received from Pinal County. See Exhibit A-1 with a list of yard locations. 1.4 Licensure 1.4.1 EPA regulations (40 CFR Part 82, Subpart F) under Section 608 of the Clean Air Act require that technicians who maintain, service, repair or dispose of equipment that could release refrigerants into the atmosphere must be certified. 1.5 Documentation 1.5.1 Document the category of appliance with identifying serial numbers. 1.5.2 Document the type and quantity of refrigerant recovered. 1.6 Decommissioning 1.6.1 Each appliance must be rendered nonfunctional to prevent any further use. 1.6.2 Each appliance must be properly labeled indicating it is no longer in service. 1.7 Removal 1.7.1 All refrigerants should be secured in labeled, leak proof containers and transported to disposal sites.
