Specifications include, but are not limited to: The West Virginia Purchasing Division (“Purchasing Division”) is issuing this Request for Information (RFI), on behalf of the West Virginia Department of Environmental Protection, Division of Land Restoration (“Agency”), in search of interested, qualified vendors that have a desire to submit information about providing Owner Advisor (“OA”) services to the Agency for a Design-Build pilot program (West Virginia Code § 22-34-1 et seq.) for possible mining reclamation construction projects. This RFI is intended to provide the Agency with information necessary to plan and develop specifications for future procurement of OA services. Possible duties include but are not limited to the following support services: • Program coordination: including development of a program execution plan, stakeholder engagement, scheduling, legislative reporting, and program execution. • Project Initiation Services: including the development of project-specific procurement plans, scope definition, goal definition, and risk assessments. • Pre-award support services: including conceptual budgeting support, RFQ development, shortlisting, RFP development using performance criteria, and evaluation and award support. • Post-award support: including substantiation, and on-site representation support.
