Specifications include, but are not limited to: The purpose of this Request for Proposal is to contract with one or more temporary staffing agencies able to source applicants within close proximity to the city’s facilities and to provide the city with qualified individuals to work in temporary work assignments as needed. The City of Carlsbad spent approximately $90,000 on temporary employment services in the prior fiscal year (July 1, 2022 – June 30, 2023). A person assigned to work at the city via a temporary staffing agency • May not be a member of the California Public Retirement System (CalPERS) • May not work at the city for more than 1,000 hours each fiscal year (from July 1 thru June 30) • Must be enrolled into the Department of Justice (DOJ) Livescan database while the person is assigned to work at the city so that the city is notified of any criminal or driving infractions that occur while on assignment for the city • Depending on the work assignment, may be required to drive either their own vehicle or a city vehicle, in which case they would be required to a) possess a valid California driver's license and b) be enrolled in the Department of Motor Vehicles (DMV) Driver License “Pull Notice” program; Most of the city’s temporary assignments are in the following areas: ✓ Administrative ✓ Information Technology ✓ Human Resources ✓ Finance ✓ Custodial ✓ Skilled Labor/Maintenance (e.g., utilities, meter reading, streets, parks & facilities) ✓ Driving/Delivery
