Specifications include, but are not limited to: Fairbanks Area Surface Transportation (FAST) Planning, in partnership with DOT&PF, is seeking a qualified Consultant to conduct an access and internal circulation study for the joint West Valley and Hutchison High School campuses. The purpose of the study is to: • Determine existing issues/conflicts between student drivers, parent pickup/drop-off, buses, and freight delivery. • Examine parking usage and needs, pedestrian connections and safety, and timing of activities. • Develop short- and long-term enhancements (infrastructure and non-infrastructure) to improve traffic flow and safety. This project will require traffic engineering expertise and stakeholder engagement with the High School principals and staff, bus drivers, students, parents, and Alaska DOT&PF Traffic & Safety. The primary deliverables will be an Existing Conditions Report, Stakeholder Input Summary, and Recommendations & Implementation Plan, which should include a prioritized list of short- and long-term enhancements that address traffic flow and safety, concept graphics that help stakeholders visualize those enhancements, and associated planning-level cost estimates to assist with securing funding for the enhancements.
