Specifications include, but are not limited to: The Health Economics Program (HEP) at the Minnesota Department of Health (MDH) requests proposals to review and certify total health care spending estimates and develop ten-year projections for health care spending on behalf of Minnesota residents. Responders to this RFP are encouraged to propose additional tasks or activities that may assist MDH with fulfilling duties of the Center for Health Care Affordability (see additional detail in Section 3) including as they relate to identifying cost drivers, enumerating waste and low-value care, estimating the cost of inefficient administrative spending, and considering equity in spending trends; these items must be separated from the required items on the Cost Proposal and will not be scored as part of the evaluation project.
