Specifications include, but are not limited to: a. Goals, Strategic Initiatives, and Strategies Collaborate with staff, residents, and stakeholders to develop clear and concise goals, strategic initiatives, and strategies to advance the Cemetery to meet current and future needs of the community. Public engagement efforts expected by the City include on-site and community-wide meetings, focus groups, interviews, virtual meetings, surveys, etc. b. Cemetery Property 1. Through on-site and virtual meetings, gain understanding from City staff of known and unknown challenges and opportunities concerning the property. 2. Evaluate existing and future needs of approximately seven acres of open space. 3. Evaluate existing and future needs as well as provide recommendations regarding the following: i. Road system – Paving, adding or eliminating roads, curb and gutters, etc. ii. Drainage system – Determine sheet flow before making recommendations on road and drainage improvements to convey water iii. Irrigation iv. Signage v. Lighting vi. Green burials vii. Columbarium viii. Any other best practices c. Marketing Materials Work with the City’s Communications & Marketing Department related to the style and branding of printed documents, social media related to public meetings, surveys, etc. d. Neighborhood District Master Plans Evaluate the Jackson and Bellaire neighborhood district master plans that impact the Cemetery such as proposed road realignments. Provide recommendations based upon those plans. e. Operations 1. Evaluate current policies and procedures. Provide best practices and recommendations for change, if warranted. 2. Evaluate current staffing levels and make recommendations for change, if warranted, for operation of the City’s cemetery based on size and demand. Propose staffing levels and associated budgets. Address succession planning, volunteers, training, satisfaction, retention efforts, etc. 3. Evaluate current business operations and grounds maintenance and make recommendations for change, if warranted.
