Specifications include, but are not limited to: Selected contractors must maintain twenty-four (24) hour spill response services to expeditiously clean up spills to roadways, to minimize slick and hazardous conditions, and stabilize and/or contain contaminants that have left the roadway to minimize contaminant spread and threats to surface waters. This program is not intended to address spills that pose an acute exposure threat to human health or the environment. Acutely hazardous spills or spills that fall outside the scope of this program will be addressed by first responders and if the State must act such actions will be through IDEM’s emergency procurement procedures. The selected spill contractor will be expected to maintain communication and provide updates to INDOT, IDEM, and onsite incident command while both mobilizing and conducting cleanup activities. Following the cleanup and within twelve (12) hours of conclusion of onsite response activities, the selected spill contractor must provide an email summary of response actions completed and a description of the scope of work required to address impacts extending beyond roadway. Only qualified spill contractors will be considered for the program. To be considered qualified the supplier responding personnel must have: 1) Successfully completed and will maintain Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (Hazwoper) certification. 2) Have responding personnel attend IN-Time Traffic Incident Management (TIM) Responder Training. Training certifications must be made available upon request. Spill contractors must: • Maintain twenty-four (24) hour answering service. INDOT and/or IDEM personnel must be able to speak with spill response field supervisor within fifteen (15) minutes of calling company’s twenty-four (24) hour spill response number. • Deploy all equipment and personnel necessary to conduct a cleanup within one (1) hour of being notified by INDOT and/or IDEM. • Be onsite (spill location) with all necessary equipment and personnel within two (2) hours for all spills located within fifty (50) miles of company’s designated shop/deployment center. An additional hour will be provided for each additional fifty (50) miles traveled. • Be insured and carry blanket bond in accordance with INDOT right-of-way requirements.
