Specifications include, but are not limited to: The Utah State Division of Purchasing will, on behalf of DWS, post a Request for Proposal (RFP) to provide municipalities with access to qualified attorneys and planners (together referred to as consultants or contractors) who provide technical planning and legal assistance to municipalities as they update subdivision ordinances to comply with new provisions of State Law. The purpose of this RFP is to contract with qualified attorneys and planners to provide legal review and planning assistance to local Governments to revise subdivision ordinances in accordance with the requirements of State Statute. The pool of consultant planners and attorneys will be selected by DWS with input from the Utah League of Cities and Towns (ULCT). Receipt of a contract under this RFP does NOT guarantee that the contractor will receive referrals. Contract information for participants in the technical assistance pools will be listed on DWS and ULCT websites and advertised to all municipalities. Municipalities initiate assistance by contacting one or more approved contractors directly and signing an MOU describing the specific tasks the municipality needs the consulting planner or attorney to perform. The primary goal of these services is to help cities and towns to access legal and planning services to revise their ordinances within the time frame outlined in the Statute. Municipalities of different classes have different deadlines and will receive different levels of subsidy. The highest levels of subsidy will be given to the smallest cities and towns. These municipalities also have the most time to complete the work. Contractors will be selected from the pool of approved contractors to provide services to municipalities using the process described below. Municipalities will be expected to complete work within the authorized time frame.
