Specifications include, but are not limited to: Aerial Detection Service for the purpose of patrolling to detect wildfires, wildfire scouting, and wildfire reconnaissance. There will be two peak periods October 1st - December 15th and February 15th - April 30th. Services could be needed outside the peak periods depending upon weather and burning conditions. In addition to detection of wildfires, if the need arises, aerial detection services may include post storm damage assessment, aerial forest health surveys to evaluate possible insect, disease, and abiotic damage, and locating commercial timber harvest operations for the purpose of Best Management Practice (BMP) monitoring. Counties in the Pineville Branch flight pattern #1 includes the following counties: Bell, Casey, Clay, Harlan, Jackson, Knox, Laurel, Lincoln, McCreary, Owsley, Pulaski, Rockcastle, Russell, Wayne, Whitley and other counties as needed. With ample notice provided the vendor, occasionally a second aircraft and pilot will be needed to fly a second flight pattern. The second aircraft and pilot must meet the personnel and aircraft specifications as listed in the master agreement. Counties in the Morehead Branch flight pattern includes: Bath, Boyd, Carter, Elliott, Estill, Fleming, Greenup, Johnson, Lawrence, Lee, Magoffin, Mason, Menifee, Montgomery, Morgan, Powell, Wolfe and other counties as needed. Counties in the Hazard Branch flight pattern includes the following counties: Breathitt, Floyd, Knott, Leslie, Letcher, Perry, Pike, and other counties as needed.
