Please note: This is a Sole Source Notification. The Utah Department of Corrections (UDC) , Law Enforcement Bureau (LEB) purchased this system 5 years ago and needs to maintain the software program until UDC can transition over to their new system. UDC has around 21 units of the Barcode/Scanner system called EMTS. This system is capable of tracking both physical and digital evidence and capturing images. It can provide alerts for disposition and has different levels of permissions for users, supervisors, and administrators to assign and access. The system also offers an electronic printable chain of custody. Moreover, EMTS has mobile device access via phone/tablet for both Android and iOS systems. The tracker system also has an internal tracking system that can find out who has seen what, when, and how. The EMTS can perform this audit trail automatically and include what was viewed and a timestamp. The system also provides notifications and alerts with filtering and reporting capabilities to help track disposed of evidence. Transitioning to an new vendor or another tracking system is not feasible at this time, UDC is building a new records system that will include a tracking system for LEB’s evidence lockers which should be completed soon. Transition of the current Tracker Product and the new tracking system should be within the allotted 1 year and 3 months time-frame.
