Specifications include, but are not limited to: Final Engineering Design: Including, but not limited to, developing a final design, construction plans and specifications for the recommended improvement(s) associated with the Cloverleaf Area Drainage Improvements to reduce the risk of flooding in the general project area. Surveying: Including but not limited to topographic surveying, re-establishment of property boundaries, property abstracting, preparation of metes & bounds for acquisition of additional rights-of-way, as necessary, and preparation of encroachment exhibits. Geotechnical Investigations: Performing geotechnical investigations in accordance with current HCFCD and HCED criteria to support design and construction of recommended channel conveyance improvement project. Environmental: Assure full compliance with the National Environmental Policy Act (NEPA) and the Clean Water Act (CWA). Services will include, but are not limited to, archeological studies, Geomorphology Study, Wetland Delineation, Threatened and Endangered Species Report, Environmental Site Assessment, preparation of appropriate permitting documentation related to both nationwide and individual permits with United States Army Corps of Engineers (USACE), and potentially completion of an Environmental Assessment (EA) for the project. Community Engagement and Public Relations: Providing support to HCFCD Communications Department and/or their Communication Consultant(s) including but not limited to compliance with NEPA requirements for public communication, support and attendance of required public engagement meeting(s), support communication and interaction with appropriate elected officials, and general communication to the public of the details and benefits of selected project(s). Utility Coordination and Sub-Surface Utility Exploration: Including but not limited to identifying and locating public and private utilities in the project area, devising plans to either avoid any conflicts and/or coordinate with the owner of any conflicting utilities regarding potential relocation. Construction Phase Services: Including but not limited to construction phase services and providing a Resident Project Representative to support the HCFCD Construction Division during construction of designed repairs.
