Specifications include, but are not limited to: A. Develop a comprehensive plan to improve the City’s streetlight maintenance and operation systems, using global innovations and available technologies. a. Maintenance and operation refers to services including streetlight repair; restoration of knocked down poles; restoration of City owned conductors and conduits; upgrading or replacing luminaires; painting streetlight poles; brackets, and fixtures; tree trimming; trenching, directional drilling, and other related services as needed in connection with City owned streetlights. b. The maintenance and improvement plan should specify in detail what steps will be associated with the maintenance and repair, including basic repair, restoration of poles, restoration of conduits, field enquiries, trenching, drilling, street-light painting, and underground wiring. c. The City’s current streetlight maintenance services includes minor and residential roadway LED conversion for non-LED lights upon repairs needed; the maintenance and improvement plan should take this into account when evaluating maintenance upgrades and address how this will impact the City’s ongoing conversation work. d. The maintenance and improvement plan should incorporate a storm emergency plan for various instances where extreme weather causes widespread outages or interferes with functionality. e. The maintenance and improvement plan should incorporate and detail a work order management system with standard response time and reporting procedures clearly outlined. B. Suggest strategies to reduce the overall burden associated with streetlight maintenance and propose innovative solutions for long-term sustainability, particularly focused on: a. Networked LED structures that ensure digital maintenance and operation systems for proactive repair b. LED conversions of non-LED lights and those requiring replacement c. Ensuring equitable lighting to improve public safety C. Provide detailed implementation plans for each recommendation that includes timelines, lane closures, equipment and personnel power, resource allocation, and cost estimates for each phase of the project. D. Implementation plan may include, but is not limited to, the following: a. Detailed information on proposed lighting fixtures, control devices, software and hardware requirements b. Equipment and lighting submittals on all major lighting components c. Existing kilowatt-hours (kWh) usage versus proposed kWh usage as a result of the implementation plan d. Existing maintenance costs versus proposed maintenance cost as a result of the implementation plan e. Potential energy and cost savings as a result of the implementation plan f. Recommendations on energy and maintenance cost savings g. Description and modality of implementing a digital lighting control system h. Descriptions of how upgraded technology can increase equitable lighting and improve City services i. Description of potential long-term cost savings to the City considering immediate upgrade and replacement costs E. Upon developing the maintenance and improvement plan, the City will approve the continuation of this project and develop a contract extension for the implementation and ongoing maintenance services for up to fifteen (15) years.
